I dont think so as the phone needs to use ActiveSyncs pass thru connection for it to work. There are probably no drivers/hardware profiles in the phone that will see your router and modem.

Check out this CoolSmartphone (http://www.coolsmartphone.com/index.php) Article: "Surf the internet over Bluetooth on your E200!! (http://www.coolsmartphone.com/index.php?option=articles&task=viewarticle&artid=212&Itemid=3)" and this PPCW.Net (http://www.ppcw.net/index.php) - "REVIEW: Acer Modem 56 Surf Bluetooth (http://www.ppcw.net/index.php?itemid=1686&catid=60)". As encece mentioned, an ActiveSync Pass Through is required to enable the Smartphone to connect to The Internet.

I suppose if Microsoft Smartphones used Widcomm's BT-Smartphone Bluetooth stack (http://www.widcomm.com/Products/bluetooth_comm_software_btce.asp), then what you envisioned may be possible. Can anyone clarify if the Bluetooth PAN or LAN Access Profiles are required? I hope there'll be a 3rd party offering (from Socket perhaps?) which would allow us to use WLAN/Bluetooth SDIO cards on our Smartphones to access WLAN/Bluetooth Access Points.
