So it will take some time for them to build the credit.

TI/Qualcomm have been the players in the field for some time and are good in the analog design front. So if the phone makers need to buy analog ckts, they may also consider TI/Qualcomm naturally (especially trrue if they integrate the analog and processor together).

Intel's changes are :

(1) build up the credit in the analog field with strong flash and processor (Xscale) integration

(2) partner with M$ and Taiwanese/Korean phone companies such as MiTac and Compal. When M$ smartphone becomes dominant, and when people start buying (smart) phones from these invidual handset companies instead of big name brands such Nokia, Motorola, and Ericsson, etc, then that's Intel's chance.
