This unit "is charged with overseeing Microsoft products and services that are tailored for wireline and wireless carriers, cable operators, hosting companies and media and entertainment customers."

What does this mean? Carriers, generally, aren't content with simply being data pipes. They want to generate revenue by providing a variety of services - e-mail, applications, games, music, video, etc. Microsoft will sell products that can help carriers set up provisioning, content delivery, and other infrastructure services. You can expect that they will also push Smartphones as the best client platform for all of these services
