The system would broadcast a signal that notifies devices that they are in a Safe Haven area and to temporarily disable their cameras. The system is designed to address growing concerns of camera-phone misuse that range from privacy invasion to industrial espionage.

I would expect that people will need some sort of "Safe Haven Aware" device in order for this system to work. It seems, to me, that this is an idea that will be best sold by legislative mandate. Will people buy camera-phones or other devices knowing that a third party can turn off functionality at will?
