They have found some very interesting information about the Mango update that suggest that their ability to deliver the update to all Windows Phones on the market is nothing short of a miracle. The main problem is that phone manufacturers have many version of the operating system on the market with little to no information on what these differences are. For example, HTC has 7 devices on the market, but the data collected show 28 different configurations. The bottom line is that Microsoft had to use to smart update routines to determine exactly which updates needed to be added to specific phone versions. HTC having 28 models is probably the result of a number of HD2s masquerading has HD7s on different ROMs. :P
