We're talking about updating the OS, not individual applications.

Actually, I'd say the upgrade experience on WM is a bit cleaner than it currently is on Apple's Touch platform.

Except... Apple's devices
are carrier subsidized, and yet they retain the rights to do upgrades. And I mean this everywhere, not just the US.
