No, what Microsoft needs to do is dump Windows Mobile and develop a portable version of Windows 7, as they're doing with UMPC running the UIX framework. That may sound crazy at first blush, but in fact they're close to that achievement already. Windows runs well on mobile hardware, once relieved of its bulk - legacy code and desktop extraction layer. Imagine a Windows UI (mobile interface) based entirely on Silverlight, with completely animated UI & control widgets, touch-gesture manipulation, etc.

Backward compatibility with WM software wouldn't pose a problem because that can be pushed into a virtual environment. At this point Windows Mobile is too primitive to offer the capabilities and rich user experienced needed to compete with OSX (iPhone). It's time for Microsoft to put this aging OS out to pasture. Hardware is no longer an obstacle for advanced software - it's now possible to run desktop class operating systems on mobile hardware, with a few tweaks and package options. Apple has proven that. Purpose-built miniature mobile operating systems like PalmOS, Symbian, and Windows Mobile are obsolete.
