This can occur if you don't have Microsoft's DST patch for Windows XP installed on your computer, or is installed, but configured incorrectly. Try running Windows Update to ensure you have the latest version of the patch up and running.
Also, Microsoft only recently released an official WA DST patch for Windows Mobile. If you're having issues with my unofficial patch, try theirs. Here's a link:
