Turn it off.
Recalling the last number dialed occurs when the call button is pressed (actually, when it is pressed twice or pressed and held depending on where you are in the device). Turning the device off and setting the preferences to turn on only with a press of the power button will prevent this from happening.
And when I say turn the device off, it is really going into suspend mode and just turning off the screen and disabling the buttons (except the power button, unless you have the device set to resume on any button press or screen tap.)
