Unfortunately, that is not the case. Read up on the Outlook DST tool. Outlook 2007 doesn't
require it, but MS recommends you use it because it is better than the one that shipped with Office 2007. ANd 2003 and earlier don't have it at all.
And from where i am sitting, the DST updates are in "recommended" updates, but not critical, so AU isn't grabbing them.
