When you downloaded the "Install by Activesync", you should have gotten an installer file, not the program itself. This should be launched from where you downloaded it, with your PPC connected. Activesync will then run it's program installation routine.

That sounds like your browser is set to open and extract archive files automatically, or you selected "Open" rather than "Save as". Use the latter, then transfer the downloaded *.cab file to your PPC. Disconnect the sync cable, then open File Explorer on your PPC and tap on the *.cab file from where you saved it. This installs the program.
BTW, a couple of points to note:
1. Your PDA runs Windows Mobile 2003SE (Win CE 4.21), NOT Win CE 2003.
2. Be VERY CAREFUL when editing the registry.
