Are you sending an SMS with a Phone Edition, or sending an e-mail? If the latter, you can create a new message with your intended recipient's address in place and save it as a draft or template. Then, you can create a shortcut that points to that specific document.
I don't know if that can be done with SMS; I've never created a template for SMS.
