The MSNBC article makes an indirect hint at the fact that this only works on the US version of Google:
www.google.com/pda
If you're using a localised version of Google (e.g.
www.google.ca/pda or
www.google.com.au/pda), the "Personalized Home" link won't appear. Just something to keep in mind.
