That's kind of what I was getting at. For grins, try turning off the Wifi before shutting down and see if A) it still turns on, and B) it fails tio turn off. As I said once WiFi turns on, there may be something set to update, even something you don't realize, like AS on a schedule, a mail box, that is seen as activity. There are things like that. Take Media Player for instance. If it is playing, the unit won't shut off, even if it is laying on the table with no one around it. Makes sense as you wouldn't want to have to tap the screen constantly to reset the time out.
Most apps that do updates can be configured to not do updates if there is no connection, but if there is one for some reason, their activity can keep the unit on.
I'm not using SPB weather at the moment, but you might want to check it's configuration to see how updates are set up.
