Well, it sounds like they want to show people upcoming products that are under development, let people see and touch them, and then get feedback, so it makes sense that they need people to physically be there. I'm sure they aren't interested in paying airfare for a group to come there, so they asked for people locally.
Now maybe if some of us want to foot the bill for a ticket they'll change their mind, but, I don't really have any issue with them wanting to get locals for this kind of study.
Any time MS asks for feedback from the user community, I think we should take it without screaming too loud.
