It has been my suspicion that the device manufacturers are primarily concerned with the number of shipping units as opposed to supporting legacy devices. I believe that the financial model, in order to offer the price points today, is to ship quantities of physical units.
If this is the case then companies such as HP and especially DELL would be hesitant to provide upgrades for which there is not longer any revenue stream.
