Yes, very normal, as it is with all Pocket PCs. That's why you have to keep it charged at all times. If it gets to 0% and the backup battery runs out, your RAM (all of your programs/non-ROM data) will be deleted. RAM requires a small amount of power to keep your data safe, so it's normal for your battery to discharge when it's off.

Note: off on Pocket PCs really means "standby" - the device is still receiving power from the battery.
