In ActiveSync, make sure you are syncing all contacts.
  • Open Active Sync
    Double-click Contacts
    Select "Syncronize all contacts"
    Hit OK
    Try syncing again.
Other than that I'm not sure. I have 112 contacts, and all of mine sync fine.
