Yes, Resco Explorer is
very good. Read
my review of it on my Web site if you aren't familiar with it. Explorer only costs $25, though, not $30 (see the
Explorer Web page).
However, you may not get Resco if you bought the 4150. I bought what was advertised as an iPAQ 5555, which comes with Resco. However, I got an iPAQ 5550, which does
not include Resco. I got such a good price for the 5550 that I didn't complain, but the business models (the xx50s) may not include Resco, and you should know that.
The box should say whether it's the 4150 or the 4155. I suspect the 4155 comes in a nice shiny box for display, while the 4150 probably comes in a plain brown box.
