Hmm, well lets see if we can fix that then.

Go to Start (menu) | Settings | Connections (tab) | Connections (icon) |
now the center selection should be "Work Settings" (if not change it to that) then tap Modify.. | Proxy Settings (tab) | and check just the top box, "This network connects to the Internet" Everything else should be blank. Tap OK. Change the first setting to Work Settings, and the bottom to Work, tap OK Tap X And Soft reset. You should now be able to surf or active sync, if you have a wireless connection. Also note that from when you tap the first OK to the soft reset you must not go back, or the settings will not stick.
