Ok here are a few things to try. An I assume that you are using PPC2002 and not Windows Mobile 2003.

First open contacts, then go to Tools | Options... | And set the area code to the area code you are in.

Do you have a GSM phone? The +0 looks like a prefix for a GSM phone to my eyes.

You may want to go back and recreate the modem connection.

If you go to Start (menu) | Settings | Connections (tab) | Connections (icon) | Dialing Locations |

Is the area code set to your local area code?
Is Country code set to 1?
Is Disable call waiting unchecked?

Tap Dialing Patterns...
you should see
G
1FG
011,EFG

Tap OK
Tap Connections (tab)
Tap Modify....
You may see something like My Connection, or a modem name, is there more than one listed?
Tap on the name
Tap Next
Is the Country code set to 1
Is the area code set to your area code?
Tap next
Are there any commands listed in the Extra dial-string modem commands: box?
