The default hand writing recognition software is called Transcriber. It should be part of your ROM, provided your device had it as part of ROM. If you installed it from your product CD, you'll have to reinstall it.

If it was part of ROM and its not showing up, try soft resetting your device. It should come back then. If not, you may need a hard reset to return the SIP to visibility.
