If you're talking about files, the best way is to create partnerships for both devices on your PC, then copy the contents of your iPAQ 3950's My Documents folder to your iPAQ 5400's My Documents folder.

That's all there is to it!

If you need to "transfer" applications, the only thing you can do is install them on the new device. Copying apps from one device to another won't work.
