Embedded Visual C++ 4.0 is for windows CE 4.x (and PocketPC2003/Windows Mobile 2003) and for Pocket PC2003 development will require SP2.
For your device with Pocket PC 2002, you will need eMbedded Visual Tools 3.0 - 2002 Edition.
