There are lots of programs taht can do that. Look arround Handango or Pocket Gear and you'll find lots. Also, if you have either an iPAQ 3900 or 5400, you aldready have a program that does that: Nevo.

Besides the VITO Remote program, check out UltraMote and Total Remote, both of which include hardware to boost the IR of Pocket PCs.
