This is really very nice.
I remember reading about a software/hardware trial in NJ a few years ago. It worked in a similar way, except that it was also wireless. When the Parking Officer entered the information in for a ticket, it would check the car for outstanding warrants, and if found would notify the towing service to pick up the car right away.
While this might not seem very positive for the owner of the car, it did allow him to call and check if his car had been towed. Previously you may have to wait several hours before anyone would know that your car was towed and not stolen.
